During which Ms. HE Jianfen was the plurality lawyer of Bureau of Municipal Engineering, Ms. HE has learnt rich experiences on the combination of construction engineering and legal service thanks to her work in the biding and legal reviewing on contracts for several great projects of Shanghai, including but not limited to Nanpu Bridge, Yangpu Bridge, Xupu Bridge, Xinzhuang Cloverleaf Junction of Outer Ring Road.  Since her admittance, Ms. HE carried out a lot of legal service on the BOT, financing, engineering, and biding of public infrastructure constructions and the biding of imported equipments, and was appointed as project attorney for the concession negotiation and project engineering, as well as the legal consultant for the operation, for the first series of highroad BOT projects, including but not limited to BOT Shanghai Xin Fen Jin Highroad, BOT Shanghai East-south Suburban Ring Highroad, BOT Shanghai North Ring Highroad.  Ms. HE was appointed as attorney of merchants investment promotion of Shanghai Municipal, to provide with the legal service for the completed merchants investment promotion of Shanghai Zhuyuan Sewage Treatment Plant, which has the best capability of sewage treatment in Shanghai.  Ms. HE also provided Shanghai Chengtou Group with legal service during the concession execution phase and project engineering phase for several garbage treatment projects invested by Shanghai Chengtou Group.

In addition to the aforementioned, Ms. HE Jianfen provided the subsidiaries of many state-owned companies and listed companies with the legal service on the equity assignment, real estate, financing and other corporation issues, including but not limited to the project planning and legal documents preparation for many big capital and assets operation projects, such as the equity assignment of Tunnel of Outer Ring Road.
